En el transcurso de la década de 1990 se fundaron en la mayoría de los países de América Latina los sistemas nacionales de evaluación, en el marco de las reformas educativas, si bien países como Chile y Brasil ya habían iniciado hacia finales de la década anterior aplicativos y modelos para constituir un sistema de evaluación. Cada país tiene una historia particular al respecto. En todo caso, en la década de 1990 se sentía de manera apremiante una cierta presión por definir mecanismos de evaluación externa a la calidad de la educación. Es también la década en la que se instala esta acuñación calidad de la educación que progresivamente se integrara al metalenguaje de la educación: .quien no pregunta hoy por la calidad de la educación. |
