"Las élites en general, y las élites políticas en particular, han ejercido una fascinación constante tanto en los observadores comunes como en los intelectuales de diverso tipo. De hecho, la mayor parte de la historia política es eminentemente elitista: una narración de hechos -decisiones, deseos, temores, caprichos, hazañas, bajezas- de los grandes personajes. Es la historia política anecdótica que tanto criticaron los historiadores de los "Anales" franceses. La sociología política moderna no podía escapar a esa fascinación. El estudio sistemático de las élites irrumpió en esta disciplina mixta durante el cambio del siglo XIX al XX, con los trabajos de los grandes "elitistas" italianos, Vilfredo Pareto, Gaetano Mosca y Robert Michels, como una reacción a lo que ellos consideraban las infundadas creencias igualitarias de los socialistas y demócratas. Según una famosa frase de Pareto, "la historia es el cementerio de las aristocracias"; es decir, una permanente sucesión de élites que surgen, se consolidan, degeneran y se reemplazan unas a otras. Sólo que, a diferencia, de la visión tradicional, esta sucesión no es entendida como una cadena de peculiaridades individuales, sino como un proceso gobernado por reglas que pueden ser estudiadas científicamente"--Provided by publisher. |
